Ethereum price is caught in a fierce tug of war between bulls and bears right now. What tips the scale may be a stalled bill in Washington.
Traders are pricing real odds of a drop toward $1,500 this year. The timing couldn't be worse, with regulatory clarity slipping further away by the week.
Kalshi traders are already forecasting a slide toward $1,500 before year-end. That number may look arbitrary, but the technical setup backs it up.
Liquidity clusters have formed on both sides of Ethereum's current price. Neither bulls nor bears have a clean path right now.
Upside odds improved when the Clarity Act looked likely to pass. That optimism has faded fast as the Senate stalls further.
Senate Majority Leader John Thune stated the bill won't pass before the August recess. That single line reshaped market expectations almost overnight.
Polymarket odds of passage in 2026 have dropped to just 32%. That's down sharply from over 80% earlier this year.
Democrats are demanding tougher ethics provisions tied to Trump's crypto dealings. Republicans have pushed back, and no resolution looks imminent.
Without the bill, institutional clarity remains stuck in limbo. That uncertainty removes a key catalyst that bulls were counting on.
Analyst Ted Pillows has flagged balanced liquidity clusters near $1,900 and $1,600. A break lower would likely pull longs directly into that zone.
Institutional sentiment has also remained weak. Spot Ethereum ETFs have also struggled through 2026. A record 17-day outflow streak in May alone drained hundreds of millions from the funds.
Ted Pillows also highlighted persistent seller pressure building above current price. Roughly $36 million in ETH sell orders sit between $1,975 and $2,000 alone.
That's a heavy wall for bulls to clear. Every rally toward $2,000 now faces immediate resistance from parked supply.
Sell orders between $1,600 and $1,950 are nearly just as dense. Traders appear to be positioning for a deeper leg down.
The Clarity Act delay is adding to that pressure. Institutional buyers have less reason to step in without regulatory certainty.
This creates a lopsided setup heading into the coming weeks. Resistance is thick, support is thinner, and the path of least resistance points down.
Not every indicator points bearish, though. Ethereum's Pi Cycle Top remains considerably diverged from its historical topping signal.
This indicator tracks the gap between short and long-term moving averages. A wide divergence has historically preceded market bottoms rather than further crashes.

When this gap widens instead of compressing, it often reflects capitulation. Prices become stretched far below trend before eventually mean-reverting higher.
Past cycles show similar divergence patterns before major recoveries began. That doesn't guarantee an immediate bounce, but it tempers the purely bearish case.
Ethereum topped near $2,423 in April before a steep decline into June, bottoming around $1,506. Since then, price has carved higher lows along an ascending trendline, recovering into the $1,800–$1,950 range.
The longer EMA near $2,178 still slopes downward, keeping the broader trend cautious despite the recent bounce.

Holding above the rising trendline and the ~$1,841 EMA keeps buyers in control, with a move above $1,965 opening room toward $2,073.
A break below the trendline near $1,840 risks a retest of $1,722, and losing that level could pull the price back toward the $1,562 zone.
For now, Ethereum remains stuck between conflicting signals. Heavy overhead selling and stalled legislation argue for caution, while long-term chart structure hints recovery isn't off the table.
The next few weeks, especially around the Clarity Act's fate, will likely determine which side wins this round.
